QUIRKS
Superstitious (15BP) => another 3 rolls and lucky charm, this could be interesting.
Thick Accent (10BP) => only if you can speak (write) English but with German accent :) But could be fun. It does not mean necessarily that your character speaks bad English, just that everyone notices where he comes from. It could be somewhat strange as you might want to hide your German roots.
I do not recommend: Hardcase (5BP) hard and feelingless; Lusty (20BP) => bordello visits are mandatory, WIS rolls all the time, not that fun; Crude (20BP) => language full of profanity, lose charisma; Hayseed (20 BP) => rough and ignorant, does not fit character background; Straight Shooter (40BP) => always honest, also does not fit character I think.
FLAWS
Hard of Hearing (15BP) => occasional Intelligence checks, this is also interesting
Stone Deaf (30BP) => not recomended.
The BP value in brackets is halved if you select quirk or flaw.
I noticed you did not consider any talents, only negative quirks and flaws :) Interesting talents:
TALENT
Advanced Sighting (70BP) => 6th sense marksmanship, this is very powerful and very good, but also very expensive.
Dead Eye (50BP) => reduces distance penalties is a good option for a marksman or hunter
Weapon Bonus (50BP) => for a specific type of weapon, for instance rifle.
SKILLS => nursing is to treat injuries and wounds. Bows are for Indians I guess hehe

I have to make a confession: the character creation process is so complex that is pushing me away. :-(
As I do not want to leave the game once I have committed to it, I may offer the following compromise: you know the story of Sinta, and you know the game rules. Would it be OK for you to create the PC for me? I will play with whatever you give me, plus you can mold Sinta to better fit the story you want to frame.
Does that make sense?
In order to help you, I will write down below some things that I think fit Sinta, so that you can pick & choose depending on what you think fits the game better. I include what I understand by them, because maybe the name is misleading (but it is all I have got!):
Quirks:
- Greedy: Sinta is poor, is trying to find her fortune, and will hoard as much money as she can
- Soft touch: Sinta is sometimes too soft with the bad guys
- Nosy: Sinta gets interest in other people´s life, maybe a bit too much
- Clean freak: It is not that she is too clean, it is that all those men behave like pigs!
- Touchy: You better not doubt that she can do it "because she is a woman" unless you want to confront her rage.
- Fear of heigts: why not?
- Superstitious: why not?
- Abstinent: either alcohol or sex, it fits Sinta well.
- Bad Liar: maybe...
- Nagging conscience: being a Jimmy Cricket? I like it!
Flaws:
- Low Pain Toleration: maybe?
- Migraines: probably.

No problem, the character is nearly done in any case. I will have a look at the Talent options you provided. Do you have a preference regarding the gun? I guess it is the same gun she took from the man who assaulted her.

In any case, I tried to keep the process simple. But I think I misunderstood you when you asked for more details as to how the mechanics work. The question actually surprised me, as I had a feeling you had a more background-story orientated approach. But there are players who like to understand the mechanics in detail. So I gave you more information and added stuff into the tutorials. This made the process look more complicated than necessary.
Basically it is Roll random abilities => modify ability scores => roll random background stuff (GM rolls) => select/roll talents/flaws => select some interesting skills => select weapon => buy starting gear
With what you have posted, I think I can finish the character sheet this evening. Please have a look at the weapons (one free weapon less than $20 value) and starting gear, you have $55 starting money.
I will accept any useful object that you buy for Sinta. ;-)

Full disclosure: I am happy being completely story-oriented and/or understanding the full rules, but I find it difficult to be half-way through. The tutorial is not bad (you have made a fair effort) but is not complete (and it cannot be, the book is almost 500pg) and this leaves me confused.
In other words, I think I would not have had any problem at all to create a character if I had a copy of the game, but in this situation I feel confused and that is a feeling that pushes me away.

Welcome "Choctaw" Lee. The reason he is called "Choctaw" is because some time ago, a man named James Lee married an Indian woman which gave him "right" to ranch in the Chickasaw Nation, or Choctaw territory. With his brothers Tom and Pink, he built a ranch deep in the wilderness close to Delaware Bend.
After the death of James Lee, the ranch was abandoned for some years, and forgotten. Until recently, when Ed Stein, an outlaw of some notoriety, married to the daughter of James Lee. He then started using it as a hideout for himself and Tom Cole and Jim Copeland. Some of the Lee clan also returned, including young "Choctaw" Lee, whose mother was an Indian and his father was Tom, even though Tom never recognized him as his son. Then the two Dyer Brothers and others from their gang like Della Humpy and Jack Dekker.
So that is the starting point. A hideout for outlaws and bandits. And a Choctaw Lee looking for his place in the world :)
We can start with the character sheet. You should have a look at the Tutorials scene to get an overview of the system. The mechanics are quite simple. and in any case I will guide you through the character generation step by step.

And then roll the Ability scores: roll 3d6 for Strength. Intelligence, Wisdom, Dexterity, Constitution, Looks and Charisma, and then again 1d100 for each for the fractional ability.

I need the points. I would interpret it as follows: "Jack" is a man who is tired of following orders against their thinking, so has been forced by circumstances to defect from the army. He is not an outlaw because he's a bad person, he is because his captain was stupid. He was forced to do so. He is charismatic and intelligent enough to know when to shut up, and as it is usually pretty difficult to say the truth and not offend someone, he has got a bit of the laconic type (except when he is with Choctaw (?))
