I really like that idea. It makes more sense that your world is on planet Earth since the three animal species (orcas, dolphins and sharks) are from Earth and it would be quite convenient, unrealistic, that 3 practically identical species have arisen in another planet.
Regarding the planet Earth turned into an oceanic world, only dotted with islands, it could be explained that it is the planet Earth but within a few million years. If it took humans between 4 to 6 million years to evolve from australopithecines to humans (australopithecines were practically chimpanzees) then it would make sense that your world would be Earth in the future within a similar time (4 million years in the future). The increase in sea level, to leave the planet Earth so flooded that only groups of islands remain from the continental masses, could be explained first of all because humans could not or did not want to stop global overheating and all the ice of the poles melted. Even with this, there is not enough water at the poles to flood the planet that much. But it occurs to me that civilizations on your world may have used technology (or magic-tech) to deflect icy meteors and asteroids to Earth and thus terraform the planet into something even more to their liking (In a few centuries this could be done, and the science of deflecting meteors/asteroids is so relatively simple that we humans already have the technology now to do it and are currently testing it). 

But... if your world is so aquatic, why would dolphins, orcas and sharks develop legs? The legs of dolphins and orcas are precisely their tails, just like in the myth of the mermaids, dolphins and orcas evolved by merging their legs to create those tails and thus adapt to aquatic life. I know that it is more adorable and cool that they have a tail, and I have seen that it is common for people to make illustrations of humanoid dolphins with legs and a tail, but the most realistic thing is that they only have a leg or a tail. At least in terms of natural evolution. If you in your story implement that the dolphin people were created for example by another civilization thanks to genetic manipulation... then it would make sense that they had any imaginable body (And in much less time, just a few centuries instead of millions of years).
I see that Ron has a robotic arm, another good option would be that they have invented robotic legs to walk on land and those are the legs they use (with this they could have legs and a tail and it would still make sense that they have evolved without anyone's intervention or genetic manipulation).

As for the disappearance of humans from planet Earth, what would make the most sense (and easy to do) is that an apocalyptic or catastrophic event has happened that extinguished humans. Of course, humans can be made to have escaped to another planet but humanity would never completely abandon its native planet, Earth would remain its Capital planet. But if humans survived and moved to another planet... it would make more sense that they have been traveling in suspended animation or cryogenic sleep to explain that humans still maintain a level of technology similar to that of the dolphins and orcas of your world (especially if it took about 4 million years for dolphins and orcas to evolve). This is if you want to leave open the possibility that humans and your evolved dolphins and orcas will one day meet and live together. 
The catastrophe that has forced humanity to leave the planet, never to return until now, could be a combination of exaggerated global warming, perhaps added to a pandemic (because I believe that global warming, however exaggerated it may be, would not be enough to extinguish humanity).

And about the sharks. Did you know that they are little more than big fish with teeth? Currently the animals that are most likely to evolve and develop human-like intelligence, and civilizations, are dolphins (and you could join orcas with them), chimpanzees, and elephants. It could be explained that in your world the chimpanzees and elephants did not evolve because the planet Earth was flooded... but it would not make much sense that sharks have also evolved. But, as I said, if you implement that your civilizations of dolphins, orcas and sharks were created by genetic manipulation then it would make all the sense that sharks are also an intelligent species (although I suppose you would also want to make them amphibians, since sharks, like the fish they are, they only breathe water, unlike orcas and dolphins, which are mammals that live in water).

I like that. It gives a touch of dark fantasy to your world, and is a bit similar to what was used in the Mass Effect video game series to explain why "wizards and magic" exist in the Mass Effect galaxy.
